Looking for a Carbon Specialist to work across the whole HS2 programme, interested in candidates who are both Carbon Specialist or indeed environmentalists with some familiarity in Carbon in construction & infrastructure projects -   Carbon Accounting, PAS 2080 or ISO1401 & Carbon lifecycle in construction or infrastructure projects. Specific Carbon training can upskill the successful applicant but a base level of understanding and experience within reducing Carbon is a must.

The HS2 programme is currently valued c£60 billion and has 10 years left to run. This is the largest construction project in Europe, opportunity to help with the transition to a low Carbon future in both construction and manufacturing industries also shape Carbon and Environmental Standards for all future infrastructure projects.

The Client organisation who is building and then operating UK’s High Speed Rail network, are looking for a Carbon Specialist at HS2 you will be providing specialist technical support on whole life carbon management and reduction for all phases of the project. You will work in collaboration with the supply chain as well as HS2 colleagues to ensure project commitments relating to carbon emissions are delivered and timescales are met with value for money at the forefront of all decisions. The role will include working with a wide range of stakeholders including contractors and government decision and policy makers.

The Carbon Specialist is a wide-ranging holistic role that will Influence management of carbon reduction during design, construction throughout all sections of the HS2 Programme included Main works Civils, Stations & Rail Systems, and also influence management of carbon reduction during operations and maintenance.

The Carbon Specialist will report and deputise for the HS2 Carbon Manager, the department will grow as the programme develops this is a superb opportunity to really make a difference on a truly landmark infrastructure project.

The main focus of the role and Carbon Reduction efforts are with HS2 supply chain – ‘Scope 3 Emissions’ – therefore HS2’s Main Contractors and their sub-contractors & manufacturing supply chain accounts for 99% of all emissions with addition focus on 3 main areas – concrete, steel & fuel. The ability of the Carbon Specialist to engage effectively with the supply chain will determine the success of the role. The supply chain has a wide variance of Carbon understanding and targeting the key areas of the supply chain where the most carbon reduction can be achieved will also be a key component.Â

The office location is London, Euston and they operate a flexible hybrid working model working around 2 days a week from the office. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
Â
- Support the Carbon Manager in development and implementation of carbon management and reduction requirements.
- Develop and implement procedures, tools and systems as appropriate to ensure carbon requirements are clearly defined and well understood and to enable effective and efficient delivery of carbon reduction objectives.
- Provide technical assessment and reviews for the hybrid bills and associated tasks, including Environment Statements, Petitioner responses and Parliamentary Queries.
- Work with Phase One and Systems Delivery in providing support and specialist carbon management and reduction expertise.
- Participate in the Environment team’s wider objectives and work closely with them to achieve carbon objectives.
- Provide technical assessment and review to assure that deliverables meet the project’s carbon requirements.
- Represent HS2 at carbon technical meetings with stakeholders as required.
- Engage pro-actively with internal and external stakeholders.
- Work with Phase One, Phase Two and Systems Delivery to ensure consistency of approach, promote best practice, innovation and value for money.
- Continue to develop professionally, maintaining technical competencies and identifying opportunities for learning new skills in order to meet work objectives more effectively.

Candidate Criteria
Â
The Carbon specialist will have experience within the built environment whether that’s from working on infrastructure or indeed construction projects. They will be technically proficient with a working understanding of the carbon management standards (PAS 2080 or ISO1401). The candidate will likely be working for an environmental consultancy, contractor or client organisation and have influenced carbon reduction during design phase and also during construction.

Strong Stakeholder management skills are a must as 99% of the carbon emissions are Scope 3 from the Joint Venture contracting teams & their supply chain, therefore, the ability to communicate, collaborate and be able to work with these organisations to drive both contractual and desired carbon reduction is key to success.

Skills:
- Ability to communicate effectively with technical specialists, non-technical project managers and technical stakeholders.
- Ability to technically assess and review carbon management deliverables submitted by contractors
- Be able to review parliamentary submissions as part of the hybrid Bill & petitioning process.
- The ability to provide technical responses to Parliamentary Questions and Freedom of Information requests.

Knowledge:
- Suitable qualifications to degree standard, experience and education to demonstrate a good understanding of carbon management and reduction principles
- Knowledge and understanding of the relevant legislation, technical guidance, industry standards and best practice in relation to carbon management and reduction.
- Memberships of the Institute of Environmental Management and Assessment and understanding of the relevant legislation, technical guidance, industry standards and best practice in relation to carbon management and reduction.
