Description

Looking for 3 experienced Logistics Managers who has experience overseeing, Project Managing, large multi-site logistic operations working on the largest construction projects in Europe ‘High Speed Two, must have superb communication and stakeholder management skills, Construction experience useful but not essential, open to other industries - construction, military, events, logistics, automotive etc.  The role project manages & overseas and assures vehicle movements across 50 construction sites representing thousands of vehicle movements every week.  12 month contract with high possibility of extensions.

 

The construction of HS2 Construction will generate extensive volumes of excavated materials and use large quantities and numbers of bulk materials and prefabricated units. In addition, construction activities will require the use of plant of various sizes and weights. The movement of plant, materials and prefab units to and from site will be managed to ensure efficiencies within the contractual and geographic areas of the project. To maximise the efficiencies in the logistics approach and to mitigate cost, programme and environmental risk, a coordinated strategy across the project will be implemented.

 

The Logistics Team is responsible for enabling the safe, cost-effective, sustainable and compliant delivery of HS2 through the provision of industry-leading logistics guidance, integrated planning and assurance.  Managing and collaborating with 2 multibillion-pound main works civils joint ventures –your role is to ensure the contractors meet industry standards of health and safety, and support the required project delivery outcomes, namely, efficiency, quality, environmental impact, Undertakings and Assurance obligations.

The Area Logistics Manager will be accountable for providing specialist Logistic support and expertise at each stage of the construction process. 

Influence, support and hold accountable the Contractor Logistic Lead to implementation of their Logistic Strategy.  Establish and maintain key external stakeholder relationships with other Government and industry bodies such as Local Authority, DVSA, RSSB, CILT, CLOCS. Etc.

 

Ability to form good working relationships and have strong influencing skills is a key skill of the role – the position does not scrutinise every vehicle movement – it is an overseeing role, hence CPC & industry experience not essential, ensuring the contractors meet their obligations and influence them to make improvements and where possible work with the other Joint Ventures.

 

Working Situation – Hybrid

Logistic Manager (South) - Role covers Vehicle movements across 30 sites between Euston & Maple Cross -covering Central London, North West London & M25 Herts - will require travel across area

Logistic Manager (Central) - Role covers Vehicle movements across 50 Site across Oxford, Bicester, Buckinghamshire & MapleCross, will require travel across area

Logistic Manager (North) – Role covers Vehicle movements across 60 sites across Birmingham, West Midlands, Warwickshire and Staffordshire will require travel across area

 

Additionally, all the roles will be Hybrid working – expectation is to work 5/6 days a fortnight from site offices throughout area and the rest of the time at home.  

 

3 Area Logistics Manager                      £500 - £600 a day INSIDE IR35

 

 

Duties & Responsibilities

  • Accountable for providing specialist advice and expertise at all stages of the construction process to the NEC 3 Project Manager in administering the contract.
  • Responsible for assessing the feasibility of the work
  • Responsible for Accepting, monitoring and assuring contractor compliance through their Construction Logistics Strategy (CLS), Construction Logistics Plans (CLP), and Logistic Environment Safety Sustainability Management Plan (ESSMP) to meet quality and safety assurance purposes and to ensure the efficiency of the coordinated strategy and ensuring contractors implement their legal requirements under the HS2 Act specific to vehicle safety and professional driver standards.
  • Responsible for liaising with the relevant teams within HS2 and the contractors to identify the logistics requirements in each area based on material demands, location of suppliers/receivers and plant requirements and people requirements to form a base logistics plan for each area;
  • Responsible for liaising with the mass haul manager and earthworks teams on the Mass Haul strategy to identify vehicle movement requirements in each area and amend the plans to suit;
  • Responsible for collaboration with the other ALMs and work closely other HS2 stakeholders to ensure interface items and arrangements have been incorporated into the construction logistics plans;
  • Responsible for assisting the Senior Logistics Manager in the review, production and delivery of route-wide requirements, processes, coordinated strategy and programme for construction logistics;
  • Responsible for undertaking an assurance role during planning and construction, monitoring and reporting on the contractor’s management of logistics, safety, and compliance with the EMRs and Undertakings and Assurances in each area and for the success and efficiency of the Project, provide support and advice on logistics issues to HS2 team and contractors.
  • Responsible for the planning and integration of the MWSC, Rail Systems and Operations contracts and providing logistics guidance and support for the Rail Systems Alliance
  • Responsible for leading and supporting collaboration and logistic forums;
  • Accountable for maintaining the integrity of HS2’s compound and gate naming conventions with the contractors and within HS2 asset management system;

 

Candidate Criteria

Senior Logistics professional with experience on large multi-site logistic operations with hundreds if not thousand of vehicle movements, ideally have construction experience although open to military, event, automotive, transportation or similar logistic background. Knowledge of health & Safety – ability to spot logistic trends and problem solve from large amounts of data.

Superb communication and stakeholder management skills – with excellent influencing skills and ability to encourage collaborative working in complex construction project environment.

 

Skills:

  • Proven track record gained within a construction and/or logistics environment with a large proportion of “on-site” operations;
  • Demonstrable ability to work in a multi-skilled environment;
  • Ability to communicate and interface at all levels including presentations and report writing;
  • Demonstrable expertise using data for analysis and reporting purposes;
  • Ability to effectively manage own diary and work without close supervision but equally at home in a team environment.
  • Conflict Management - Read situations quickly; good at focused listening; can find common ground and get cooperation and constructive outcomes with minimum noise.
  • Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
  • Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and challenging data, defining strategies and supporting rationales.

 

Knowledge:

  • Applicable UK construction regulations including Construction Design Management (CDM) and (Construction Safety Management) CSM requirements. Disable but can receive training
  • Knowledge of quality assurance processes.
  • Proficient use of proprietary software and IT resources essential.
  • Knowledge and experience of site-based processes and procedures for health, safety, environmental and environmental management.
  • Demonstrable record evidencing knowledge of Civils and Rail construction methodology
  • Lean process desirable but not essential.

 

Type of Experience:

  • Educated to degree level in desirable but not essential;
  • Membership of a professional body desirable but not essential.
  • CLP Advanced Practitioner desirable (not essential)
  • CSCS certified desirable.
