A Lead Engineer HV Non-Traction Power is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role sits within the Central Engineering Group (Chief Engineers) within Power System team at High Speed Two. The role reports and supports The Head of HV System Engineer and is the technical authority (standard owner) for HV Non Traction Power.

Job Purpose
The Lead Engineer HV Non Traction Power provides technical and professional leadership for the HV Non Traction Power system, leading on the upholding of standards and technical requirements for the discipline. They provide assurance that design, construction, testing and commissioning of the HV Non Traction Power system assets meet project requirements and work to resolve issues where appropriate.

As stated the HV Non – Traction Power System contract is the largest ever non traction power system ever built in the UK and represents 100 substation across 200 km this is large infrastructure project  itself. The contract is within the overall HV Power System contract (valued c£500m) which is due to be awarded in the coming weeks – 2 shortlist bidders are - SMC Rail Power JV (Siemens Mobility / Costain Ltd JV) & UK Power Networks Services (Contracting) Ltd

The role will be the technical authority ensuring the contractor are designing the system to the correct technical standards, and where elements fall outside of the specified requirements the Lead HV Non Traction Engineer will provide that clarity and develop new standards and requirements where necessary. The role will provide technical expertise and advice relating to HV Non – Traction Power to both HS2 and external stakeholders :- HV Non – Traction Power Subject matter expert & Standard owner. The successful candidate will understand the big picture of delivery such a big power system but should be technically proficient understand design, protection diagrams etc.

The HV Non – Traction Power is a route wide contract that spans & interfaces with nearly all of the other contracts within HS2 and indeed provides the power for all infrastructure assets and systems except the train itself;- stations, shafts, portals (tunnel ventilation system), Signals, Telecoms, points, scada etc It does this through its network of 11kv, 22kv & 33kv substations and HV cables. Interfacing with the HS2 DNO protection team, technical discipline heads to ensure they are getting the power needed for their system, Supply chain and other stakeholders.

The office location is London they operate a flexible hybrid working model with plans to be working 2 days a week from the office. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
Â
- Technical lead of the HV Non Traction Power System discipline;
- Lead the upholding and development of requirements, specifications and standards which deliver the HV Non Traction Power System such that they deliver HS2 objectives and mitigate environmental impacts, within the programme budget;
- Provide technical expertise and advice relating to the HV Non Traction Power System to both the wider organisation and external stakeholders as required;
- Assure that the design for the HV Non Traction Power System on the HS2 Railway is configured and installed in accordance with standards and technical requirements and where necessary support in resolving issues in accordance with HS2 Governance Procedures;
- Support the Head of HV Systems Engineering in engaging and consulting as appropriate with internal teams impacted by HV Non Traction design, particularly systems and sub-systems are considered providing a holistic approach;
- Support the Head of HV Systems Engineering to ensure an integrated, consistent approach to delivering the HV Non Traction System design, delivering the range of activities associated with the advisory and client role of the Technical Authority;
- Support the definition and the management of interfaces between the HV Non Traction Power System and other infrastructure systems including those owned and operated by London Underground Ltd, Network Rail and Distribution Network Operators (DNOs);
- Ensure that HS2 Technical Governance arrangements are followed, carry out peer reviews and make recommendations for improvements where necessary;
- Develop and implement the use of best practice and innovative engineering techniques, technologies and processes, driving consistency and helping to identify opportunities for efficiencies.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

Required Criteria
You will be an experience HV Non Traction Power Engineer ideally with experience working on Power Systems within the railway (Network Rail, Crossrail, LUL, HS2 etc),  so understand their interaction with other rail systems (signalling, telecoms, Scada etc), though would consider people from DNO experience. Please note open to people from both apprentice and university backgrounds – experience and amplitude more important.
Will have major project experience and understand the big picture of designing and building a large power system. Must be technically proficient to understand wirng, substation designs & protection diagrams.
Require a SME who is capable of being the technical authority, Standard Owner for HV Non Traction Power with strong stakeholder & communication skills capable of managing a wide variety of third parties, advising internal stakeholders & supply chain including the HV Power contract main contractor.
Open to candidates from a Principal Contractor, Client or Consultant background.
The Lead role is a leadership role and although currently has no direct reports will have as the contract and the team grows.

- Provides specialist technical support and leadership on all HV Non Traction Power system specific scientific, technical and engineering principles to those working directly with project development / delivery teams /contractors.
- Ability to be a Standard Discipline Owner / Subject Matter Expert for the HV Non Traction Power system.
- Able to provide specialist technical, commercial management and leadership skills to support project development / delivery teams.
- Ability to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.
- Ability to apply many principles relating to standards, safety and the environment and able to articulate the rest.
- Applies principles and methods that ensure effective information management, modelling and data security.

Knowledge:
- Applicable UK construction regulations including CDM requirements.
- The application of the Common Safety Method (CSM) for risk evaluation and assessment.
- Understanding of the Regulatory/Legislative Framework
- Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
- Understanding of other Railway Systems disciplines and how they interface with the HV Non traction power system.

- Experience in managing multi-disciplinary engineering, safety standards and activity on large complex major projects/ programmes within a complex infrastructure delivery programme.
- Experience of managing competing project and engineering demands, with cost and schedule implications.
