Looking for a Construction Assurance Manager (Construction Manager) to work on £2billion Heavy Civils package of work on the largest main works civils contract on High Speed Two, happy to consider applicants from either Trades (site) or Engineering background who have had management experience on large civil engineering projects, with multiple stakeholders & interfaces and exposure to exposure to NEC3/4 Contracts. Open to people from Main Contractor, Client Or consultant background you could be a General Foreman, Works Manager, NEC3 Supervisor, Sub Agent, Clerk of Works (RE) etc.

This is a Site based Construction Management role working in the Integrated Client / Main Contractor Delivery team in the main civil engineering works of Phase 1 where you will provide Constructability Assurance and specialist advice. Working alongside the BBV Joint Venture (Balfour Beatty & Vinci Construction) on the Delta Section of their main works civils contract on Phase 1. Delta Section is located from Water Orton in North Warwickshire by M42/M6 link roads. The highly complex Delta Section is made up of embankments, cuttings and a total of 13 viaducts taking high speed tracks over motorways, local roads, existing rail lines, rivers and floodplains. The viaducts include 6 precast segmental viaducts, 4 composite viaducts and 3 low viaducts.

The Construction Assurance Manage will support the Senior Construction Assurance Manager in providing specialist constructability support and expertise to the HS2 NEC3 Project Manager. The post holder will also undertake a risk-based approach to the assurance of the constructability of the Works, whilst maintaining standards of health and safety, and supporting the required project delivery outcomes, namely, quality, environmental impact, Undertakings and Assurance (U&A) obligations. The post-holder will work closely with HS2 Project Managers, the HS2 QHSSE Compliance Manager, and the Stakeholder and Interfaces Manager and Integrated Project Team (IPT) in undertaking their role.

Reporting to a Senior Construction Assurance Manager and taking a risk-based approach, high risk elements will be your focus within your section these include – heavy lifts, viaducts, poor ground conditions, working at height etc.

Excellent opportunities for development and progression, role reports to Senior Construction Assurance Manager who initially was a Construction Assurance Manager (salary c£80k). The civil contract is expected to continue to 2028, where you then will be deployed on one of the stations contracts or 12 rail system contracts – delivery 2031 – 2034.

Salary & Location
The role is site-based at Water Ortonarea, North Warwickshire and you will be on site least 4 days a week, (1 day from home). Hours 36.5 hrs (open to flexi hours). Please note no travel to work costs (the commute), car allowance or subsistence is paid.

Responsibilities:
Â
- Responsible for supporting the Senior Construction Assurance Manager in undertaking Constructability Assurance, taking a risk-based approach.
- Supporting HS2 Project Managers by providing specialist advice and expertise at all stages of the construction process for help in administering the contract.
- Co-ordinating and undertaking safety tours and other site based HS2 safety practices.
- Responsible for supporting the NEC3 Supervisor in discharging their duties under the Contract.
- Responsible for supporting the NEC3 Project Manager in discharging their duties under the Contract.
- Responsible for supporting the functional teams in assuring that the works are adhering to U&A’s, Environmental Minimum Requirements and Code of Construction Practice requirements.
- Support the Senior Construction Assurance Manager in managing HS2 cross contract interfaces with respect to constructability.
- Assisting the Senior Construction Assurance Manager and HS2 Project Managers with the HS2 CDM Assurance Process to enable release of the Hold Point Release Letter.

Candidate Criteri
Open to candidates from site (trades) or engineering background Construction Manager/Sub Agent or GF / Works Manager/Clerk of works/NEC3 Supervisor who have worked for main contractor, client or consultant on major civil engineering projects and had exposure/understanding of NEC3/4 contracts. They will have good supervisory management experience and a good handle on CDM regs, Health & Safety, Quality, Environmental, Risk Management, Planning & Constructability. The individual will be a confident communicator with excellent stakeholder management skills and the ability to talk with the public and external stakeholders. They must be able to demonstrate both career and professional development. They will be a good problem solver and confident self-starters, able to manage themselves and their workload.

Will have major heavy civils experience – Highways, Rail, Water, earthworks, structures etc.

- Problem Solving – the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions, including the ability to manage and plan workstreams, considering the competing demands of stakeholders, cost, time and quality.

- Building Relationships – ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations – especially with he main works civil principal contractor Balfour Beatty / Vinci JV.

Knowledge:
- Knowledge of NEC3 Contract and Supervisor responsibilities along with general management principles and operation of matrix organisations.
- Knowledge of UK construction regulations including Construction Design Management (CDM) and Construction Safety Management requirements
- Knowledge and experience of site-based processes and procedures for health, safety and environmental management
- Understanding of risk identification and management
- Understanding of construction planning and ability to follow and monitor progress against a project programme.
- Degree level qualification in civil engineering, construction or building science or the equivalent experience.
