Are you an Experienced Health & Safety Manager with experience on large complex Infrastructure / construction projects and interested in working on Europe’s largest infrastructure project HS2? Interested in individuals with experience at design/planning stage as well as live construction. Open to Qualified Health & Safety professionals from a range of backgrounds – Rail, Civil, Power, Nuclear, utilities, Oil & Gas, Water, Infrastructure, complex building etc
A Senior Health & Safety Manager is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role is based within HS2’s Rail Systems Alliance team– a unique alliance framework put together within by HS2 to deliver the 11 Rail Systems contracts in a collaborative and intergraded model. Each Rail System Contract- Signalling, HV Power, M&E Systems etc each has they own Design & Build Contract with HS2 (based on a NEC3 Contract), in addition each of the successful Rail Systems Contractors will sign up to the Rail Systems Alliance – which seeks to identify collaborative and more efficient & safer ways to delivery using contractual incentives.
The Senior Health & Safety Manager will provide Health & Safety leadership to the Rail System Alliance typically responsible for 2 rail system contracts. This role is responsible for ensuring HS2’s health, safety, security management standards are met within the Rail System Contracts, by both HS2 and the Supply Chain. The role is also responsible for role modelling and embedding the ‘Safe at heart’ culture across development and delivery.
Successful Candidates will have:
- Health & Safety By Design – Identifying, eliminating and reducing risks to safety and health through design can lead to significant risk reduction during construction, operations and maintenance
- Analysis Skills – Highlight where you have used analysis to identify problems (hidden or otherwise) – this could be analysis of incidents or near misses or analysis of ways of working – have you identified the common issue?
- Problem Solving – evidence examples where you solved problems, highlighted better ways of working, used logic and methods to solve difficult problems with effective solutions.
- Leadership of team / stakeholders – where you have demonstrated Health and Safety Leadership on a project or framework could be a team you directly manage or a collection of stakeholders you pulled together, impowered them to work together (collaboration) to solve a common problem / common goal.
- Health & Safety Qualifications – A professional qualification in Health and Safety or able to demonstrate the equivalent experience of a Chartered Member.
- Health & Safety Background – complex large infrastructure/construction projects both in design development as well as construction phases.

Working Relationship – Co-locatedThe Senior Health & Safety Manager works alongside the 11 Rail Systems Contractors who will make up the Rail Systems Alliance, during the design development stage from HS2’s Euston, London office. The role requires individuals with the correct behaviours/ leadership skills – collaboration, engagement, stakeholder management skills who are able to drive the best from the relationship, pick up on problems as they arrive and resolve quickly rather than waiting and reviewing once the problem has manifested.Â
Working Situation – HybridThe office location is Birmingham they operate a flexible hybrid working model with plans to be working 2 days a week from the office. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
- To be accountable for role modelling and embedding ‘Safe at Heart’ culture and ways of working throughout delivery.
- To be responsible for supporting risk based Health, Safety and Security operational assurance within the development and delivery areas.
- To be accountable for overseeing and ensuring compliance to centrally defined Safety and Assurance processes and policies across:
- Occupational Health
- Safety
- Security
- To be responsible for supporting the investigation of Health, Safety, Security incidents within delivery areas.
- To be accountable for facilitating the provision of Health, Safety and Security services and advice to support development & delivery teams.
- Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.
Require CriteriaThe role requires a qualified Senior Health & Safety Manager with experience on large complex Infrastructure / construction projects. Individuals will have experience at design/planning stage as well as construction delivery. Open to Qualified Health & Safety professionals from a range of backgrounds – Rail, Civil, Power, Nuclear, utilities, Oil & Gas etc.

The candidates can be from client, consultant or indeed main contractor and have the correct behaviors to manage the unique structure of the project (co-located in the same offices) – Collaborative, open communicator, proactive & Integrator.
Skills:- Able to lead and work as part of a team.
- Analysis Skills - can identify hidden problems utilising honest analysis and probing techniques.
- Problem solving - uses rigorous logic and methods to solve difficult problems with effective solutions; probes all relevant sources for answers.
- Planning and organising – Able to prioritise and manage own workload.
- IT proficiency (eg Microsoft Office).
- Ability to write technical reports including assurance and investigation reports and interface with staff across all levels of the project.
Knowledge:
- All aspects of health and safety, including occupational health, health and safety elements of the Works Information, security policies/procedures/processes.
- Broad knowledge of range of assurance activities, tools, techniques and their application.
Type of Experience:
- Experience of delivering assurance across a major programme, or a complex organisation, with multiple stakeholders
- Experience in leading a multi-disciplinary Quality or Health & Safety team
- Experience of leading complex and challenging investigations.
- A professional qualification in Health and Safety or able to demonstrate the equivalent experience of a Chartered Member.
